What is a submittal in construction?

There are many submittals in Construction. I am the Owner’s representative. The Owner has hired the Contractor to perform specific work under a contract. The Contract specifies exactly how to build the project, but there are still many choices that the contractor can make when it comes to the products they use. As the Owner, I want to know what choices they made. There are also many documents that the Contractor is required to put together for review and approval, or acceptance.

Examples of submittals are:

the manufacturer’s specifications for the product they are using;

Manufacturer’s certification that the product meets specification;

A Concrete or asphalt mix design that needs to be reviewed and approved;

Shop Drawings for something that needs to be built for the project;

Request to use a specific source for the aggregate needed for the pavement, or for rip rap, base material, subbase, etc.

Request to use a waste site for disposal of material;

Request to use a staging area to stage their equipment;

Test results for the sampling and testing required on many materials;

Traffic Control Plans;

Asphalt paving plan;

Concrete joint plan;

Monthly schedule updates;

Stormwater Pollution Prevention Plan, or Erosion and Sediment Control Plan;

Bridge 10th points;

and many more.

Working for the State, who needs to have all documentation in order for the Federal Highways Administration, there is a lot of sampling and testing and paperwork. Submittals are coming in all the time. It is my job to either review and answer them, or have someone else review them for me so that I can answer them.

There are more submittals at the beginning of a project than the end of a project. They ramp down as the project goes on, but there are always submittals on a project.
